The Valuation Process
Council Tax is based on the value of your property which is placed into one of eight valuation bands.
The valuation of domestic properties was undertaken by the Listing Officer at the Inland Revenue. He is responsible for the valuation of domestic properties, notifications to the billing authority and maintenance of the valuation list.
Each domestic property is valued on a market value as at 1st April 1991.
All valuations are based on the sale price, with vacant possession, either as freehold or with a long lease and in a reasonable state of repair.
Valuations Lists
All domestic properties appear in the valuation list with details of the band in which they have been placed. The valuation list is available for public inspection at the Council offices during office hours.

You can find out the band of any property in the country by visiting the Valuation Office Agency website.
Generally an increase or decrease in property prices will not result in the property changing bands. However, the property band could change for example if you build an extension, although in such circumstances, the property will only move to a higher band when it is sold. A property can move to a lower band if a part of it is demolished or there has been a material change that has affected the value of the property such as a motorway being built nearby which reduces its value. Any reductions in banding are effective from the date of the material change. It is the Listing Officer who is responsible for making alterations to the list and for notifying the Council of any alterations.
If you believe your property is in the wrong band you can make a proposal to alter the band. You can make a proposal to alter the band if you have moved to a property within the last 6 months or if your property has appeared on the valuation list in the last 6 months.

Alterations can only be made to the list for:
- Material increases in value which will only apply to the new owner if the property is sold
- Material reductions in value, which will take effect immediately. (For example, if a motorway is built nearby)
- The property has become or ceased to be shared with a business property
- A property has been placed in the wrong band, or
- A valuation tribunal or high court orders a change in the band.
The valuation list is amended on a monthly basis.
