About Development Control

We provide Development Control Services to the people who live in, and carry out development, in Derby. We are part of Regeneration and Community’s Regeneration Division

Development Control is how we regulate development and use of land. This includes new buildings, extensions to existing ones, the change of use of buildings, work to listed buildings, control of certain advertisements and work to protected trees.

The Development Control section processes all planning applications and planning enforcements within the city.
We also provide free pre-application advice. We can tell you if permission is actually required and what to do if it is.

Planning application decisions are made either by the Planning Control Committee or under delegated powers by the Assistant Director-Development. All decisions will normally comply with national and local planning policies.

Two area teams in Development Control take responsibility for the City: North Team and South Team, both assisted by a Technical Team and Co-ordination Services. 
We have a Planning Enforcement Team that covers the whole of the city.

How to contact Development Control

You must get permission before any building work or a use that requires permission starts. However, Planning does not control how a building is constructed. Our Building Consultancy covers this, and they will help and advise you with the regulations on building construction.
