Local Development Framework

The Planning & Compulsory Purchase Act 2004 introduced a new planning system which will gradually replace Local Plans and Supplementary Planning Guidance with a new style Local Development Framework (LDF). Elements of the following plans have been saved until they are replaced by new development plan documents as part of the LDF:

Characteristics of the LDF

The Local Development Framework (LDF) differs from a local plan in several ways. Rather than being one single document, it is a set of documents that relate to different subject areas or different parts of the City.

There are two main types of document that we will produce as part of our Local Development Framework: Development Plan Documents and Supplementary Planning Documents.

Development Plan Documents (DPDs) include the Core Strategy, which sets out our overall approach to how the city will change over the next 15-20 years, Area Action Plans (AAP) such as our City Centre Eastern Fringes AAP, which can designate land in need of regeneration or protect land in need of conservation and the Proposals Map.

Supplementary Planning Documents are used to add more detail to policies set out in Development Plan Documents. They can include design guidance or the preparation of master plans for an area.

The LDF also includes:

  • The Local Development Scheme (LDS). This is a schedule of what documents we are producing under the new planning system and when. It identifies timescales or milestones for the main stages over the next three years and also gives indicative timescales for a longer period
  • A Statement of Community Involvement (SCI). The SCI is the document which sets out how to get involved in the preparation of plans forming part of the Local Development Framework (LDF) and in commenting on new planning applications. The Council adopted its SCI on 24 January 2007.
  • An Annual Monitoring Report (AMR). Every local planning authority is required to produce an Annual Monitoring Report (AMR). This contains information on how we are performing in terms of progress on the plans in the LDS and the extent to which our planning policies are being achieved.
