The Planning & Compulsory Purchase Act 2004 introduced a new planning system which has replaced traditional Local Plans and Supplementary Planning Guidance with a new style Local Development Framework (LDF). This will contain all the planning policies and proposals for the City, against which decisions on planning applications will be made.
The Adopted City of Derby Local Plan Review (January 2006) was produced as part of the 'old' planning system and will be 'saved' until it is replaced by the LDF under the 'new' planning system arrangements. The intention is that this will be saved as part of the development plan for three years, but will be progressively replaced by new development plan documents as set out in the Local Development Scheme programme.
The following plans have also been ‘saved’ as part of the Development Plan:

The
Derby and Derbyshire Joint Structure Plan (2001) is saved until September 2007. The Regional Planning Board intend to apply to the Secretary of State to extend the life of some of its policies at least to the point of adoption of the RSS Review.

Derby and Derbyshire Waste Local Plan, adopted in March 2005, will be saved for at least three years from adoption, and will be supplemented by the proposed Waste Site Allocations DPD. We will apply to the Secretary of State to extend the life of some of its policies.
Characteristics of the LDF
The Local Development Framework (LDF) differs from a local plan in several ways. Rather than being one single document, it is a set of documents that relate to different subject areas or different parts of the City.
The LDF, together with the East Midlands Regional Spatial Strategy (RSS), will provide the essential framework for planning in the City.
Derby’s LDF will be comprised of Local Development Documents (LDDs), which include Development Plan Documents (DPDs), that are part of the statutory development plan and Supplementary Planning Documents (SPDs) which expand policies set out in DPDs or provide additional detail.
The LDF also includes:
- The Local Development Scheme (LDS). This is a schedule of Local Development Documents the Council intends to prepare under the new planning system. It identifies timescales or milestones for the main stages over the next three years and also gives indicative timescales for a longer period
- A Statement of Community Involvement (SCI). The SCI is the document which sets out how the Council intends to involve and consult residents of the City on the preparation of plans forming part of its Local Development Framework (LDF) and on new planning applications. The Council adopted the Council's SCI on 24 January 2007.
- An Annual Monitoring Report (AMR). Every local planning authority is required to produce an Annual Monitoring Report (AMR). This should contain information on the implementation of theLDS and the extent to which policies are being achieved.
- A LDF must include a Core Strategy, Site-Specific Allocations of land, a Proposals Map and may also contain additional optional development documents such as Area Action Plans.
