Introduction

Image of children readingThe Access Service is part of the Children and Young People's Department and is a member of the Social Development and Inclusion Group. The Access Service is committed to working in partnership with schools to improve curriculum access and raise standards in order to provide equality of outcome for both English as an Additional Language (EAL) pupils and those from a minority ethnic background. Derby City Council is the lead authority for EAL support in Derbyshire Local Authority.

Our aim is to raise the attainment of targeted underachieving minority ethnic pupils in speaking, listening, reading and writing. We use a range of assessment processes including Qualifications and Curriculum Authority (QCA) steps for developing bilingual pupils' Foundation Stage assessments and analysis of tests are given at the end of Years 2, 6 and 9 to show progress to identify underachieving groups and pupils at risk of disaffection and/or exclusion.

The service deploys central support staff across the City and County, as appropriate, to support pupils from minority ethnic and EAL backgrounds on a time-limited basis.

Additionally, a total of 32 schools in the city currently receive a formula based Ethnic Minority Achievement Grant (EMAG) allocation to raise standards for a range of targeted underachieving pupils. This EMAG money is given to schools on the understanding that it is only used to support minority ethnic pupils.

The grant has two purposes:

1. To enable strategic managers in schools and Local Authorities to lead whole school change to narrow achievement gaps and ensure equality of outcomes;

2. To meet the costs of some of the additional support to meet the specific needs of bilingual learners and underachieving pupils. The categories that are defined by the Department for Children, Schools and Families (DCSF) as the nationally underachieving pupils groups include the following: Pakistani; Bangladeshi; Black Caribbean; Black African; White & Black Caribbean; White & Black African and any other Black background.

A New Arrivals Pack, which includes EAL guidelines and significant words/phrases, will then be sent to the school.  If appropriate, a member of the team will visit the school and provide an initial English language assessment to determine the level of support required.

Conferences

Our next "Educating our Black Children Three: without Exclusion" Conference will be held on Saturday 6 June 2009 at Derby University.  To find out more information or to book a place please download this leaflet pdf icon.  If you require any further information please contact Shamim Akhtar on 01332 256738. 

In June 2007, we held a conference entitled "Educating Our Black Children Two: Empowering them to succeed" at the University of Derby. There were eight workshops in total, with two of them being designed specifically for students. There were two guest speakers, Trevor Gordon and Paul Obinna and also Richard Grant: Poet Laureate, known as Dreadlocks Alien, who gave a talk on a relevant topic.

In October 2005, which was officially Black History Month, we ran a very successful conference at the University of Derby "Educating our Black Children: Learning from Success". Guest speakers included Trevor Gordon, Professional Training/Management Consultant; Bruce Gill, Inquiry Secretary to the Zahid Mubarek Inquiry and Gina Yashere, Comedian and TV Personality.

Training and Development:

In February 2007, Professor Martin Cortazzi delivered a training course entitled "Developing the Writing Skills of the Advanced Bilingual Learner" as part of the Secondary EAL Pilot. Some of the course content can be found below:

Social and Emotional Aspects of Learning (SEAL)

SEAL focuses on five social and emotional aspects of learning: self-awareness, managing feelings, motivation, empathy and social skills.The materials help children develop skills such as understanding another’s point of view, working in a group, sticking at things when they get difficult, resolving conflict and managing worries.
