Introduction
These policies and procedures are for the use of Derby City Council employees; whilst some are specific to Schools others apply to all Council Departments.
Some of the Councils policies and procedures may not specifically refer to Governors, Head teachers or School staff. However, these individuals must apply the policies and procedures to schools as the roles and responsibilities transfer over.
Organisation of health and safety must be set out in a health and safety policy statement.
Schools not wishing to adopt the Councils policy and procedures must introduce their own which are at least an equivalent standard.
The employer is ultimately responsible for health and safety:
Health and safety legislation is enforced by the Health and Safety Executive in Council premises and Schools.
Health and safety legislation places a responsibility on an employer to ensure, so far as is reasonably practicable, the health, safety and welfare of:
- council and School employees
- visitors/pupils
- contractors, emergency services
- even uninvited guests
All employees and visitors to our sites must co-operate with the Councils' or schools health and safety policies and procedures and must not deliberately endanger the safety of themselves and others.
Schools and non-schools must be able to demonstrate they have effective safety management systems in place to control, so far as is reasonably practicable, the health, safety and welfare of the employees of the Council and any visitors to site. They must be able to produce documented evidence to support the management structures, which can be audited to determine compliance.

DfES Guidance states:-

18ºC in areas where there is a normal level of physical activity, such as classrooms, exam rooms, libraries and private study areas.

21ºC Areas where occupants are inactive for physical or medical reasons (but not sleeping accommodation).

15ºC Areas where the level of physical activity is higher than normal (e.g. gyms, drama workshops) and also washrooms, sleeping accommodation and circulation spaces.
