Motorists are required to abide by the parking restrictions, which are clearly shown by the signs and lines on the street and the notice boards in the car parks. The Council’s Parking Attendants will issue all offending vehicles with an Penalty Charge Notice - PCN, better known as a parking ticket or parking fine. The liability for paying the parking penalty lies with the registered owner of the car.
Paying for Parking Fines
The Penalty Charge can be £50 or £70 depending upon the type of parking contravention. This is reduced by 50% if you pay it within 14 days from the date of issue.

To make a payment by telephone, please call 0845 6001982 with a valid card and the PCN number (DR********).
Challenging your Parking Fine
If you think that the PCN is wrong or you have a valid ticket or permit to cover the time of the offence, then you can challenge our decision. All challenges must be set out in writing, we cannot accept challenges by telephone.
You can challenge our decision in any of the following ways:

By writing or hand delivering a letter to us at Parking Services, Saxon House, Friary Street, Derby, DE1 1NL. Please explain your reason for challenging the fine.

You will receive an acknowledgement to confirm receipt of your challenge. We will write back to you in full once it has been investigated. Please note that we cannot accept any information by telephone.
It is important that you include the Penalty Charge Notice number in all correspondence. This is the 8 digit number found in the top right hand corner of the ticket. Please also include a full postal address.
We will not accept the following as valid reasons:
- The parking restrictions were unfair
- You had gone to get change for a pay and display machine
- You had only parked for a few minutes
- You were not causing an obstruction
- There was nowhere else to park
- You were unexpectedly delayed
- You were not aware of the parking restrictions
- You had not seen the signs
