Transition of funding to Local Authorities

After an earlier decision to close the Independent Living Fund (ILF) was overturned in November 2013, the government has since confirmed the decision to close the ILF. The funding and responsibility for meeting the eligible care and support needs of current ILF users will therefore transfer to Local Authorities from 30 June 2015.

The ILF has resumed closure activity, implementing a new programme, similar to the previous transfer review programme, designed to review the needs of their users and make preparations for their transfer to Local Authorities or devolved administrations on 30 June 2015.

The ILF wrote to all their users in March 2014 to explain this to them. A copy of the letter is available in the downloadable documents section below along with an information sheet. The ILF is aware that this change may cause concern for their users and stakeholders and they will continue to support their users to try and minimise this concern. ILF users can contact their caseworker in the normal way if they require any support.

Derby City Council is committed to encouraging people to lead independent lives with the support of family, friends, neighbours and their local community. This includes people who currently get financial support from the ILF. While the closure of the ILF is a national initiative, not a local one, we consulted with the public during September and October 2014 to work out a fair and equitable approach to administering the fund that transfers to the Local Authority beyond 30 June 2015.

Following the consultation, in February 2015 the Council wrote to all ILF users, and where appropriate their fund managers, to explain the next steps. Copies of the letters are available in the downloadable documents section.

The ILF have worked out how they will be communicating with their users leading up to the end of the transfer process. The “universal outcome programme” document explains the information that will be sent to ILF users in the coming months.  The “what to expect” document sets out the timeframe for the remainder of the transfer programme. In May 2015, the ILF wrote to all budget holders remind them that the ILF is closing on 30 June 2015 and to provide further information to support the transfer to the new arrangements. You can view the letter in the downloadable documents section.
