Resident-only parking (also called 'Permit Holders Only parking')

We've introduced resident-only parking  in some areas of the city where residents and businesses have faced problems with on-street parking.

In these areas permits are available for residents, their visitors, businesses and their customers. And our Civil Enforcement Officers carry out regular enforcement. Income from the sale of resident permits enables us to fund effective enforcement.

If you park in a Resident/Permit Holders parking area or zone without a valid permit, you risk receiving a penalty charge notice.

I’m moving to a resident-only parking zone. How can I buy permits?

Resident annual and visitor permits

If you live in a resident-only parking zone you can buy an annual permit for £25 for your address. An extra permit at that household costs £50.

You can also buy daily scratch cards to give to your visitors: these cost 20p each and are only issued in sheets of 4 at 80p per sheet, you can buy up to 10 sheets (40 permits) at a time. To validate the permit users must scratch off the day, date and month.

Important:

  • Visitor permits are only valid while visiting the address printed on the permit.
  • Visitor permits may be reused as many times as needed on the scratched-off date only, but they become invalid as soon as the user leaves the street.
  • Visitor permits must be clearly displayed on the dashboard during scheme hours.
  • Visitor permits are issued/purchased for use of visitors to your property and cannot be resold for any value, any visitor permits found to be sold on may result in all other permits issued to the resident concerned being revoked.

Or you can pay for your visitor permits online. Select Parking Season Tickets, from the drop down menu, scroll down the page until you get to On street Visitor Permits - Residents 1 sheet, enter how many sheets you require, complete your details and click on Add To Basket then follow the instructions.

Business annual and visitor permits

There is an annual permit charge of £100. Business permits are for vehicles required for operational use in the business. We will need proof that a business is operating from the declared address on the specific street and for a reason why the vehicle is essential for the business.

Registered charities may buy permits at a discounted rate.

Businesses may buy visitor permits for 40p each. To validate the permit, users must scratch off the day, date and month.

Important:

  • Business visitor permits are only valid while visiting the permit issuer on the date displayed.
  • Business visitor permits may be reused as many times as needed on the scratched-off date only, but they become invalid as soon as the user leaves the street.
  • Business visitor permits must be clearly displayed on the dashboard during scheme hours.
  • Business visitor permits are for customers only, not for commuters/employees.
  • Business visitor permits are issued/purchased for use of visitors to the business only and cannot be resold for any value, any business visitor permits found to be sold on may result in all other permits issued to the business being revoked.

Landlords

Each case will be considered on an individual basis. Business annual or visitor permits can be bought where they are genuinely needed to access property. We will need proof of property ownership.

Abuse of permits

If you believe someone is abusing their permit or visitor permits, contact us so that action can be taken. Your details will be kept confidential.

How do I go about getting residents-only parking in my area?

Carer's Permit

Residents who have a carer that visits on a regular basis may apply for an annual permit for the carer. The cost is £25 a year.

Conditions of use

  • We will need to see supporting documents, such as a letter from a GP or the Council’s Adult Social Care service confirming that a carer is needed.
  • The permit applies only in resident parking zones and limited waiting areas if you have a permit holder’s exemption.
  • The permit is provided to the resident, if they live in the resident-only parking zone/area
  • The resident needs to hand the permit to the carer when visiting to display in their vehicle.
  • The permit is not valid unless it is clearly displayed.
  • The permit is not valid on yellow lines, in disabled spaces, or in private parking areas.
  • The permit does not guarantee a parking space.

What about disabled drivers?

Blue Badge holders are exempt when parking in resident-only parking (also called 'Permit Holders Only parking') areas and will not need to buy a permit. The Blue Badge must be displayed during the hours of the restriction. Please note, this does not include Car Club bays and the Market Place where only authorised vehicles can park that are displaying the relevant permit. A Penalty Charge Notice may be issued to Blue badge holders parking in the Car Club bays and the Market Place.

I own a motor cycle what do I do?

Motor cycles are exempt in resident-only areas and you will not have to buy a permit.

Applying for a permit

If you think you may be entitled to a permit, we will need proof of residency and of vehicle ownership.

Call Derby Direct to check whether you are entitled to a permit or visit our Customer Service Centre at The Council House, Corporation Street.

The best proof of residence when you apply for your permit is your Council Tax bill. Or, you could bring:

  • a utilities bill (from the last three months) with your name and address on it
  • a bank statement (from the last three months) with your name and address on it
  • a tenancy agreement with your name and address on it.

Proof of vehicle ownership can be:

  • a copy of the vehicle registration document, if it's in your name
  • a copy of a current certificate of insurance showing you as the policy holder or a named driver
  • in the case of a company car, a letter of authority from your employer.

Permit renewals can be completed over the telephone by calling Streetpride on 0333 2006981, or you can pay for your permit renewal online. Select Parking Season Tickets, from the drop down menu, scroll down the page until you get to On street permit renewal resident complete your details and click on Add To Basket then follow the instructions. If you are renewing an additional permit at the household scroll down the page until you get to On street permit renewal extra resident. The new permit will be sent to you in the post.

If you sell your car and require a permit for your new car, you will need to return the permit to us with proof of ownership of the new vehicle. We can’t issue you a permit for your new car unless the original is returned. The permit is issued to you - other people must not use it.
