What is a Hackney Carriage?

Hackney Carriages are also known as Taxis, Cabs or London Style Cabs under the Town Police Clause Act 1847 and the Local Government (Miscellaneous Act 1976). 

They are not the same as private hire vehicles, such as chauffeur cars and limousines, which must be booked in advance through a licensed operator.

What makes a vehicle a Hackney Carriage or Taxi?

  • All Hackney Carriages are accessible by wheelchairs.
  • The fares charged are set and regulated by the Taxi Licensing Committee.
  • They can be hailed in the street, which means you can flag one down, or you can find one at a taxi rank where they wait for hire.
  • They can 'ply for hire', which means they can wait outside a premises and wait for business from the street.
  • Most can carry up to five or six passengers.
  • They all display a white plate on the rear and stickers on the rear passenger side windows or doors.

Do I need a Licence for a Hackney Carriage or Taxi?

Yes. You will need a Hackney Carriage Drivers Licence, and the vehicle also needs a Hackney Carriage Vehicle Licence to operate as a licensed taxi (Hackney Carriage vehicle).

How do I apply for a Hackney Carriage Vehicle Licence?

We are required to be satisfied that the vehicles are safe and suitable for the purpose and comply with the vehicle Hackney Carriage vehicle specification and Hackney Carriage vehicle licence conditions.

Your vehicle must comply with our required specifications and conditions in order for you to get your vehicle tested at one of our approved testing stations .

As from 1 April 2014 required fee

With your application you must provide either:

  • your vehicle registration document (V5C) in the proprietors name or business
  • a bill of sale for the vehicle (receipt of purchase)

And:

  • the policy or cover note of insurance covering the vehicle for public hire use. Your insurance must provide the correct cover for you and / or drivers. We do not accept faxed or copied insurance certificates.

You must hand your forms in at the Taxi Licensing Office.

How much does the licence cost?

The licence fee for a new Hackney Carriage licence is £132 (this fee includes your quarter light stickers). as from 1 April 2014 £116.00

How much will it cost to replace my  stickers?

The fee to replace yopur quater light stickers is £51

What vehicles are currently accepted?

The following vehicle types will be approved for licensing as Hackney Carriages...

  • Purpose-built Hackney Carriages: Specifically the LTI FX4, LTI TX1, TX2, TX4 and Metrocab.
  • Mercedes Eurocab: Produced by Jubilee Automotive Group. The taxi conversion must have been completed after 31st October 2000. 
  • Peugeot Eurotaxi: Produced by Cab Direct. The taxi conversion must have been completed by the producer after 31st January 2001.
  • Volkswagen 'Unique Cab': Produced by Bernard Mansell Ltd. The taxi conversion must have been completed by the producer after 30th June 2003. 
  • Peugeot E7: Produced by Cab Direct. The taxi conversion must have been completed by the producer after 26th July 2006.
  • Fiat TW200: Produced by Patons Taxis/TW Automotive. The taxi conversion must have been completed by the producer after 13th February 2008.
  • Jubliee Eurocab SX (with the exception of the turning circle requirement and the blanking off of the bulkhead aperture for the sliding door hinge behind the drivers head): Produced by Jubilee Automotive Group. The taxi conversion must have been made after 18th October 2006.
  • Fiat Scudo: Produced by Gainmanor Scotcab. The taxi conversion must have been completed by the producer after 19th December 2007.
  • The Mercedes M8: Produced by Cab Direct, The taxi conversion must have been completed by the producer after 1st July 2008.

If my vehicle does not pass a satisfactory test at the garage can I get my money back?

If you wish to appeal against the decision of your vehicle test, please follow the procedure on the back of your test sheet.

How will the fare be calculated in a taxi?

Each Hackney Carriage is fitted with a calibrated meter which can be seen in the cab of the vehicle.

For journeys with a destination within Derby City and Derby boundary the cost of the journey is calculated by the meter. A Hackney Carriage fare table is displayed inside each vehicle.

For journeys with a destination outside the Derby boundary, the driver can negotiate his/her fare with you before the journey commences. You can view the Hackney Carriage Tariff online.

Wheelchair passengers

Hackney Carriage drivers can't refuse to carry disabled passengers. Drivers of these vehicles must offer reasonable help and must not incur any extra charges.

This ruling does not exist for private hire vehicles. If you do use private hire vehicles, agree the fee before travelling as you could be overcharged.

Assistance dogs

Assistance dogs can stay with you in the vehicle. If a driver charges you more for carrying an assistance dog, he/she is breaking his licence conditions. Drivers exempt from, carrying dogs on medical grounds must display a notice on the vehicle. If you have a complaint about a licensed driver, vehicle or private hire firm please contact us.

Can I licence a Tuk Tuk or rickshaw?                   tuk-tuk

Tuk Tuk and rickshaws can be licensed in Derby, providing that they meet and comply with the Hackney carriage and Private Hire vehicle conditions. They must also meet the specifications for Tuk Tuk and rickshaws drivers must be badge holders, and both must comply with carrying disabled passengers and must satisfy the Council this is done in the most safe and possible way.

If you wish to apply to advertise on your Hackney Carriage Vehicle please complete the  Application for the Approval of Advertisement for Display on Licensed Vehicles and send it all the required attachments to taxi.licensing@derby.gov.uk.

Approved testing stations 

Your vehicle must be tested at one of our approved testing stations , take your vehicle authhourisation sheet along with you to the testing station.Once your vehicle has passed its test, you must collect your vehicle licence within 5 days from the date it has passed. otherwise you will be forced to take your vehicle back for a full test.
