What is Council Tax Support (CTS)?

Council Tax Support helps people who have a low income, or no income, to pay their Council Tax. 

Why are you consulting about the CTS Scheme?

We are proposing a change to our CTS Scheme so that from 1 April 2019 the time limit that Council Tax Support claims can be backdated for is increased from one month to three months.  This is to make sure that those customers who do not claim Council Tax Support at the time they first need help – particularly those claiming Universal Credit Full Service - are able to receive more help, if they are entitled to it.

Council Tax Support claims are usually paid from the date that they are made.  However, if the claimant can show good cause for not claiming promptly when they first needed help, we can backdate their claim to an earlier date.

The proposed change to our CTS Scheme will affect working age claimants.

Pensioners are protected under separate legislation, and are not affected by our CTS Scheme, or our proposed change that is the subject of this consultation process.

Changing the CTS Scheme

Our Scheme must be agreed before 11 March 2019 for it to take effect from 1 April 2019.

It is important that Derby residents give us their views to help shape our CTS Scheme from 1 April 2019.  We will consult with you from 3 September 2018 until 1 October 2018.

The four week consultation period supports budget setting processes within the Council and the local Derbyshire Police and Crime Commissioner and Derbyshire Fire and Rescue authorities.
