City Energy Saving Programme

The City Energy Saving Programme (CESP) is designed to help homeowners, including private landlords, to afford energy-efficiency measures so you can save on your energy bills.

We do this by making sure that as many homeowners as possible qualify for funding from the Energy Company Obligation (ECO).

We also offer interest-free loans up to £6000, repayable over up to four years.

And we arrange everything, including:

  • surveys
  • properly registered and qualified installers
  • regular inspections
  • liaising with you the homeowner
  • making sure the work is defect-free
  • providing insurance-backed guarantees 


Every domestic energy bill includes a sum, a green levy, which is paid in to the ECO fund, managed by the Office of Gas and Electricity Markets (Ofgem) the industry watchdog for energy suppliers. This sum averages out at about £25 per household per year.

That’s about £650 million every year.

Every energy company with at least 250,000 customers has an obligation to help fund energy-efficiency measures, mainly insulation but also some heating measures for households on a reduced income (you don’t have to be in receipt of benefits) or for people with health problems.
