Two brownfield sites in Derby could soon be redeveloped to provide new affordable homes to help support the city’s growing housing needs. 

The proposals include the development of affordable homes on Bateman Street in 
Arboretum and Beaufort Street in Chaddesden, forming part of the Council’s ongoing commitment to provide more housing developments in the city.  

The plans for Bateman Street include 18 new homes on the former site of Ivy House 
Special Education Needs School, which is currently a vacant site. Planning permission is in place for 17 houses and one bungalow, comprising of:  

  • Four 4-bedroom houses
  • Five 3-bedroom houses  
  • Eight 2-bedroom houses
  • One 2-bedroom bungalow  

The proposals also include a development at Beaufort Street, on the former site of the Beaufort Business Centre, which is also a vacant site. Planning permission has been granted for 28 homes, including: 

  • Six 1-bedroom houses
  • Twelve 2-bedroom houses
  • Four 3-bedroom houses
  • Four 4-bedroom houses
  • Two 5-bedroom houses  

If approved by Cabinet Members at the next meeting, the new homes will be owned by Derby City Council and will be managed by Derby Homes, the Council’s Arm’s Length Management Organisation (ALMO). They will be made available to rent through Homefinder and will form part of the Council’s wider affordable housing developments, including The Knoll, Drewry Lane, Brentford Drive, and Bonsall Avenue. 

Providing new Council homes is a key priority for the Council to help address the large number of people waiting for suitable properties. As of August 2026, there were 8,758 applicants actively looking for affordable homes through Homefinder, the Council’s choice-based lettings system. 

Councillor Shiraz Khan, Cabinet Member for Housing, Strategic Planning and Regulatory Services, said: 

Derby, like all other cities, faces a challenge in suitable and available land to develop affordable housing schemes. 

We have continued to review the land and assets that we own, and these developments on Bateman Street and Beaufort Street will make good use of brownfield land to deliver high-quality homes for families and individuals who need them the most. 

If approved, this will be an important milestone in delivering on our commitment to provide more affordable, secure, and well-managed homes across the city.

If the proposals are approved by Cabinet, a contractor will be formally appointed with construction work due to start in spring 2027.
