Changes to our eProcurement system

Derby City Council is changing the way we manage our procurement and contracts. We are moving from our current Proactis 'EastMidsTenders' system to a new eProcurement and contract management platform, Panacea, delivered through the Source East Midlands portal.

This change is being made in partnership with:

• Leicestershire County Council
• Leicester City Council
• Nottinghamshire County Council
• Nottingham City Council

What this means for suppliers

From our go-live date - 21 September 2026:

• New Derby City Council procurement opportunities will be published on Source East Midlands (Panacea).
• The Proactis 'EastMidsTenders' site will no longer be used for new opportunities from Derby City Council.

If you currently access Derby City Council opportunities using the Proactis 'EastMidsTenders', you will need to register on the Source East Midlands portal to continue viewing and bidding for opportunities.

Suppliers are encouraged to register on Panacea as early as possible so they can continue to view and bid for council opportunities when the new portal goes live.

Registration is important for current suppliers and for any organisation that may wish to bid for future work with us. Once your profile is created, you will only need to keep your details up to date.

Registering early will help ensure you do not miss tender opportunities or important communications.

• If your organisation is not already registered, use the Request a new account option on the Panacea login page.
• Use a work email address that you regularly monitor, as this will be used for login details, notifications and tender communications.
• Check whether someone else in your organisation is already registered before creating a new supplier organisation.
• If your organisation is already registered, ask an existing colleague to invite you through Participate > Company Details > Contacts.
• When completing organisation details, leave fields blank where they do not apply. Do not enter N/A, not applicable or similar wording.
• If you will be tendering, make sure your Central Digital Platform details, including any relevant share code or organisation identifier, are available where required.

If you already use Source East Midlands for another participating council, you will be able to use your existing account to access Derby City Council opportunities once we are live.

Registration on Source East Midlands is free.

Legitimate registration emails from Panacea Software

As part of this change, suppliers who have previously registered on EastMidsTenders will receive emails inviting them to create or confirm their account on the new system.

These emails will be sent from: noreply@panacea-software.com.

Emails from this address relating to Derby City Council’s move to the Source East Midlands portal are legitimate and are being sent on our behalf as part of the transition to our new eProcurement system.

You may receive similar communications from the other councils listed as they move onto the same platform.

If you receive an email from noreply@panacea-software.com asking you to register or confirm your details for Source East Midlands/Panacea Software in connection with Derby City Council or the other participating councils, you can treat this as a genuine message linked to this change.

Keeping your information safe

While these emails are legitimate, we still encourage suppliers to take precautions when responding to any online request:

• Check that the sender address is exactly noreply@panacea-software.com.
• Access the portal using a trusted link (either sourceeastmidlands.org or https://app.panacea-software.com/sourceeastmidlands/Login), if you prefer not to click links in an email.
• Never share your password with anyone.
