Social housing in Derby
Overview
We delegate the management and maintenance of all the social housing properties we own to Derby Homes.
Derby Homes is an Arm’s Length Management Organisation (ALMO) and is fully owned by Derby City Council. It was created in 2002 and currently has a Partnership Agreement with us until 2032.

Derby Homes
Social housing responsibilities delegated to Derby Homes include:
Tenancy management
- enforcing tenancy conditions
- supporting tenants to manage their tenancies
- collecting rent
- providing accessible services to tenants
Managing neighbourhoods
- dealing with anti-social behaviour (ASB)
- grass cutting and grounds maintenance to housing land
Building safety
- managing safety of homes and communal spaces
Repairs and maintenance
- repairs, maintenance, and improvements in homes and on estates
- facilitating adaptations to properties to meet the needs of the tenant
Performance
- gathering and publishing performance information and ensuring services meet regulation
Advice and engagement
- engaging with and listening to customers and communities
- providing money advice for tenants

Holding Derby Homes to account
The Partnership Agreement with Derby Homes outlines the services that Derby Homes provide to us. Performance monitoring plans are in place and key performance indicators are publicised on our webpage How are we performing?
Additionally, Derby Homes also has its own governance structure including an Operational Committee, where the members include tenants, councillors and independents. The Operational Committee report through to the Derby Homes Main Board.

If you are unhappy with any service you’ve received from Derby Homes, you can make a complaint. Their complaints process meets the requirements detailed in the Complaints Handling Code 2024 published by the Housing Ombudsman.
Right to transfer
If you are a council tenant, you have the right to transfer ownership of your home to a private registered provider of social housing.
To request a transfer, you must form a tenant group and serve notice to Derby City Council. The Housing (Right to Transfer from a Local Authority Landlord) (England) Regulations 2013 states we must co-operate with any requests.
Right to manage
If you are Council tenant, you have a Right to Manage. This means you have the option to take over responsibility for managing housing services from Derby Homes by creating a Tenant Management Organisation with other tenants and following the established Right to Manage procedures.
Building Council housing
We work with the Derby Homes and partners to build and develop new council owned homes.
All properties that become available will be advertised on Derby Homefinder in line with Derby City Council's Allocations Policy.
