Fly-tipping

Fly-tipping is the unauthorised deposit of waste on land. Fly-tipping is illegal under the Environmental Protection Act 1990.

We treat this problem seriously and will take action against anyone caught fly-tipping waste. The penalties for fly-tipping can include:

  • Either prosecution or a Fixed Penalty Notice of £600.

If you pay your fixed penalty within 14 days of the offence the matter will be closed.

If you pay within ten days the penalty will be discounted to £360 for early payment.

If the fixed penalty is refused or not paid then court proceedings will begin and you could be fined up to £50,000 and receive up to six months imprisonment on conviction.

Fixed Penalty Notices can also be used for other environmental crimes and anti-social behaviour.  

How can I report a fly-tip?

You can report incidents of fly-tipping online.

Alternatively, please call 0333 2006981.

If you witness somebody fly-tipping, try to take as much information as possible such as:

  • registration of vehicle
  • time
  • location
  • description of the waste and of the people dumping the waste.

If you have a camera phone or a camera, and it is safe to do so, please take a picture of what you have witnessed.  Do not approach anyone who you witness fly-tipping unless you feel it is safe to do so.

Fly-tipping on Council owned land will be removed. Unfortunately we cannot remove waste that is dumped on private land.

Waste on private land

Complaints about accumulations of rubbish on privately owned land are also dealt with by the Environment and Regulatory Services Department. If rubbish on land is causing a nuisance or attracting vermin action can be taken to make sure the occupier or owner removes it.
