If you were involved in a medical emergency, we may consider your challenge.
You will need to provide us with a formal letter from a health professional that treated you or a passenger directly after the event.

If you have a valid Blue Badge, we may consider your challenge if the badge:
- had fallen down
- was closed
- was face down
- was not put on display.
You will need to provide a copy of both the front side and the rear photo side of the badge. Please make sure that the details on the badge are clearly visible.

The use of an expired Blue Badge is considered misuse, and Derby City Council does not offer an exemption. Blue Badge holders should ensure that they submit a reapplication at least 3 months before their current badge expires, to ensure that their access to the scheme is retained. Expired badges are required to be returned to the issuing authority.
Under no circumstances should a Blue Badge be used if it is no longer valid.

The guidance is clear in stating that it is ‘a criminal offence for you or anyone else to misuse the badge. Doing so could lead to a £1,000 fine and confiscation of the badge.’

- issued on the same day
- issued on the same street
- issued under the same contravention

- your vehicle registration number
- DR reference number printed on the PCN which was issued the second time.

If you think that your vehicle has been cloned, you must report this to the police as soon as possible.

You will need to provide us with evidence that it was not you or your vehicle that was present when the Penalty Charge Notice (PCN) was issued:
- a colour photo showing the make and model of the vehicle
- a colour photo showing the vehicle registration number of the vehicle
- a police crime reference number related to the cloning of your vehicle.
