School enforcement
We have a duty to challenge inconsiderate and dangerous parking in Derby, especially around schools.
We are continually improving parking standards outside of schools to make sure that children are as safe as possible when travelling to and from school. We use high specification traffic enforcement cameras to do this, including the award winning technology Derby City Council created in 2019 in addition to cameras mounted on the top of our cars to enforce regulations where vehicles are seen to be parking or dropping off in the 'keep clear' area outside schools in Derby.
We ensure that all schools in Derby are visited throughout the year by the camera enforcement vehicles and some schools have a static traffic enforcement camera where the parking problems cannot be solved using foot patrols and camera vehicle enforcement.
Parking outside of schools
Parking on the ‘school keep clear’ markings outside schools in the mornings and afternoons is a significant safety issue and results in many complaints being received by both our Parking Services and Neighbourhood teams.
While we cannot control the majority of parking near schools, it is possible for us to manage the ‘keep clear’ areas where inconsiderate stopping or parking creates danger for pedestrians as well as causing congestion.
We have reviewed the ‘keep clear’ markings outside all the schools we patrol and introduced Traffic Regulation Orders (TRO). These orders seek to discourage drivers from stopping or parking in the ‘keep clear’ areas during certain times in the morning and afternoon. This enables us to enforce parking restrictions.

Trial locations
Derby City Council were granted powers to enforce moving traffic contraventions on 15 July 2022, with the Council using the powers for the first time on 23 September 2022.
The Council has started on a small trial basis and are the first local authority outside London and Wales to use the powers to take enforcement action. The trial is constantly being reviewed for best practice to ensure lessons are learned and to help towards our future approach to moving traffic enforcement.
A number of sites were identified for the trial based on historic data, local resident feedback and further intelligence gathering. Among the sites identified were:
- Friar Gate (banned manoeuvre, no left turn)
- Newton’s Walk (School Safe Haven Zone, no motor vehicles)
The Digital Enforcement team have consistently monitored each site and due to the level of compliance achieved at the sites above, camera enforcement is no longer a proportionate approach as the level of compliance with the restriction is high. Friar Gate has seen 27 Warnings and 4 Penalty Charge Notices (PCN) issued, which equates to less than 1 per week, with Newton’s Walk having 0 Warnings and 1 PCN issued.
We will use other methods to monitor compliance levels at these two sites, and if it is determined compliance drops, consideration will be given to re-introducing the camera.
